Get a heads-up on AARTO implementation

If any transport operators are confused – or more accurately panicking – about how the AARTO system is going to affect them now that the ball seems to be rolling, FleetWatch has good news for you. Alta Swanepoel will be hosting two webinars covering the AARTO Act and Regulations. These sessions will detail the new procedures, service requirements, demerit points, and practical implications of the legislation.

The AARTO Regulations, 2025 were published in Government Gazette 53605 on 31 October 2025 supporting the AARTO Amendment Act 2019. The proclamations implementing the AARTO Act and Amendment Act were published on 1 August 2025.

From December 1, 2025, 69 municipalities will be part of the AARTO system and the remaining 144 municipalities will join on 1 April 2026. The points demerit system will only be active from 1 September 2026.

“As the Regulations were only published on 31 October 2025, it left us with only a few weeks before implementation. We are therefore only planning for webinars before the December implementation and if the need arises, we will arrange for physical sessions in the major areas in February and March 2026,” says Swanepoel.

To get an early heads up on what’s happening in terms of the AARTO Act and Regulations, you can tap into the on-line webinars which will held on 11 November 2025 and 20th November. Another one will be held on 18 February 2026. These sessions will detail the new procedures, service requirements, demerit points, and practical implications of the legislation and will be hosted by Swanepoel, South Africa’s guru on transport legislation. The cost is R2500 per person.

What you will receive
Each attendee will receive a PDF version of the presentation, the updated PDF AARTO Act and Regulations in a Compilation format, and a link to the Schedule 1 (AARTO forms), Schedule 2 (Fees) and Schedule 3 (Charge Book), as published in the gazette.

A printed (hard copy) of Part II of the AARTO Compilation will be available at an additional cost, once finalised and printed by LexisNexis. Part I is a Compilation of the National Road Traffic Act, 1996, and Regulations.
